The telegrams at 39 and 40 are urgent and I

do not delay the file for consideration of 38. It

can be recirculated for this later.

As far as the telegrams are concerned, I

certainly think it is advisable that plans should be

prepared for a camp for refugees, whatever the

possibilities of the Japanese attacking Canton.
